Framework to 2030
Scotland’s Road Safety Framework to 2030 has a vision for Scotland to have the best road safety performance in the world by 2030.
To achieve that vision, the framework aligns to the Safe System, the internationally accepted and adopted approach to improving the safety of road networks. The Safe System recognises that there are many influences that create the conditions for life threatening road traffic crashes, and they need to be addressed through a proactive and holistic approach. Addressing the key components of Safe Road Use; Safe Vehicles; Safe Speeds; Safe Roads and Roadsides; and Post-crash Response, through a systemic lens provides the best opportunity to eradicate death and life-changing injury from Scotland’s roads.
Since the introduction of the Road Safety Framework, Transport Scotland and our partners have been working to build the capability, capacity and culture that will enable us to deliver a Safe System.
This manual brings together world leading expertise to help professionals across Scotland develop their understanding and apply the principles of the Safe System in practice.

Thinking Systemically
Before going too far, we also recommend that you give some time to look over the pages on ‘Thinking Systemically’. These will help you to consider some of the ways in which our Safe System thinking represents an update from historical road safety practice.
Road Safety Management
The other main section that we have added focusses on Road Safety Management. For several decades international guides to the Safe System have placed a high degree of focus on the need to ensure that there is robust competence in the collection of actions required to effectively manage the system overall. This includes consideration of the business case for safety, evaluating outcomes from safety investment, working on cross-cutting themes, building safety into procurement and ensuring that our ambition is embedded into wider transport policy. Without addressing these factors, we will struggle to remove safety from a silo and make it a significant contributor to our ambitions for healthy and sustainable mobility for all.
