Who is the Manual For?

In creating the manual, we worked with representatives from across Scottish public sector bodies with a statutory responsibility for road safety, a variety of civil society stakeholders and international experts in the Safe System. Together they were asked to consider how we should develop the manual to have relevance for professionals who work across Scotland and contribute to our road safety efforts.

Because the Safe System is a holistic approach that integrates the efforts of many organisations and individual contributors, we considered the needs of a wide variety of potential users.

  • Fire & rescue officers

  • Government communications specialists

  • Local authority road safety officers

  • Paramedics and ambulance crews

  • Police officers

  • Policy advisors in government and civil society organisations

  • Senior decision makes in local government

  • Traffic engineers

The material is principally designed for professional practitioners to help them with programme planning, designing interventions, making investment decisions and evaluating their work. A limited amount of content is also made publicly available because it might be of value for members of the public to understand their contribution to improving the safety of our roads.
